No. I don't agree.
It's a set of layers that partly come on top of Win32. Some of its features
may be seen as a wrapper around OS parts (WinForms come to mind) although it
wouldn't be fair to say they're just a wrapper. Other features
re-implemented from scratch (such as XML. It doesn't use MSXML). Some are
built on top of other layers (e.g. WPF is build on top of DirectX). Last but
not least, the heart of the framework (the CLR) is a set of features (type
system, garbage collector, IL,...) not found in Win32 all.
There's even a Linux port of .NET (Mono), which is probably the best
argument against a Win32 wrapper.
BTW, I don't understand the relation between the title and the contents of
your message.
